The Renters’ Rights Bill is in its final parliamentary stages as of September 2025, undergoing “ping pong” between the House of Lords and House of Commons to agree on amendments before receiving Royal Assent and becoming law. The bill will introduce major reforms to England’s private rented sector, including the abolition of Section 21 no-fault evictions, a ban on rent bidding wars and the implementation of a Decent Homes Standard.
The bill is currently in “ping pong,” a process where each house considers amendments made by the other, and they must agree on the final wording before it can be passed to the King for Royal Assent.
Once both Houses agree on the bill’s final text, it will receive Royal Assent, making it an official law.
The bill will end Section 21 evictions, significantly changing how landlords can regain possession of their properties.
The Government is adding and updating both mandatory and discretionary grounds due to the abolition of Section 21.
Fixed-term tenancies will be scrapped, replaced by a new system of periodic tenancies.
The shift to periodic tenancies means Section 13 notices will be the only way for landlords to raise the rent. These can only be served once a year.
A new standard will be introduced, requiring landlords to maintain properties to a decent standard.
Landlords will be obligated to consider requests from tenants to keep pets.
Landlords will be prohibited from discriminating against tenants receiving benefits or those with children.
Offers of rent above the listed price will no longer be allowed, aiming to stop “bidding wars”.
A new database will register landlords and their properties, and a new Ombudsman will handle disputes.
